President Sue van de Ven said the club had a capacity crowd of 3000 under the 2 square metres rule applying to outdoor events under the current COVID-19 restrictions.
"Other than pre-purchasing your tickets, it's basically business as normal," van de Ven said.
"Patrons crossing the border back into Victoria are reminded they will need a permit if they are not a local.
"People also need to be mindful of the protocols which include social distancing, personal hygiene and sanitising.
"The club wishes everybody a happy new year and to stay safe.
"There will be free entertainment and rides for the kids, live music with the normal fireworks display at midnight."

The final fields were released on Monday with the club hosting a seven-race card with the first race at 7.23pm and the last scheduled for 10.42pm.
Victorian-based industry participants will feature at the meeting for the first time since March.
"We are fairly happy with the quality of the fields considering the amount of racing in the Riverina over the festive period," van de Ven said.
"Leeton has its Carnival of Cups meeting the following night which attracts a lot of horses from the area."
