The new restrictions are being introduced this afternoon after three more coronavirus cases were identified overnight in the state.
Acting Premier Jacinta Allan also announced new restrictions for visitors at private homes - just in time for New Year's Eve celebrations.
Visitors will be reduced from 30 to 15 in private homes from 5pm.
"We apologise to people who have put plans in place but it is a necessary step," Ms Allan said.
"But we do need to take these steps."
The new cases have been traced back to a person returning from NSW.
The Acting Premier also flagged tighter restrictions will be in place for Victorians returning from NSW from midnight tonight.
"The things we want Victorians to do is that if you were planning on going to NSW we want you to reconsider that," deputy chief health officer Allen Cheng said.
Victorians who are in the Wollongong or Blue Mountains local government areas have until midnight tonight to get back into Victoria.
They will also need to get tested and self-isolate for 14 days.
Health Minister Martin Foley stopped just short of announcing further border restrictions between NSW and Victoria, but said if the public health advice is to tighten border controls, they will act quickly.
"This virus does not respect state borders and it does not finish at midnight," he said.
