Victorian residents spent much of New Year's Eve in their cars enduring long waits at the border crossing after the Victorian government ordered them to return home before the border is closed 'entirely' at 11.59pm tonight.

Authorities on Friday reported no new diagnoses of coronavirus for Victoria in past 24 hours.
Holidaymakers who had taken the opportunity to escape Victoria to NSW's 'Green Zone' were forced to reconsider their plans after the late-in-the-day decision by Acting Premier Jacinta Allan.
Queues stretched for kilometres throughout the night and residents have reported waits of six hours.
The government's mandate came as a shock to many residents and travellers.
Anyone crossing back before 11.59pm Friday had to have a border permit and isolate at home for 14 days.
Anyone returning after midnight tonight will be forced into hotel quarantine.
It came off the back of Victoria recording eight new community cases of COVID-19, with the original case thought to have originated in NSW.
NSW recorded ten new cases included one with unknown origins.

A spokeswoman for Ms Allan clarified that border residents will be able to cross state lines with just their driver's licence.
"Those living in our border communities will continue to be able to access the 'border bubble'- using their driver's licence to prove their residential address," she told The Border Mail.
"We are working with communities to set it up - but don't expect too many changes. It will be based on health advice/what we can facilitate for communities."
More details are still to be announced.
Residents who have been able to cross the border using just their licence since Victoria first introduced border restrictions will still be able to.
The areas included in the earlier bubble include Alpine, Benalla, Bendigo, Buloke, Campaspe, East Gippsland, Gannararra, Indigo, Loddon, Mildura, Moira, Shepparton, Swan Hill, Towong, Wangaratta, Wodonga and Yarriambiack municipalities.
And in NSW - Albury City, Balranald, Bega Valley, Berrigan, Broken Hill, Edward River, Federation, Greater Hume, Hay, Lockhart, Murray River, Murrumbidgee, Snowy Monaro, Snowy Valleys and Wagga Wagga.
