Acting Victorian Premier Jacinta Allan says Victoria is focused on getting back to daily zero new cases, but a decision to change border rules "will be based on public health advice".

Three new locally acquired cases in Victoria are linked to an existing Melbourne cluster, with 36 active cases in total including hotel quarantine.
NSW had zero new cases in the 24 hours to 8:00pm yesterday, but two new cases have been linked to the Berala cluster and will be included in tomorrow's numbers.
Ms Allan said standards had come into place for agriculture workers.
"Effective immediately,the arrangements under the National Agriculture Workers Code have been put in place
"Workers entering into Victoria from NSW, they're required to wear masks at all times, to self-isolate when they're not working.
"People have moved around much more frequently than they would normally," she said.
"We've received around 2200 applications for consideration of Victorians coming back to Victoria, who had been in NSW.
"Today, 175 of those have been processed."

Ms Allan was asked about when the border would reopen and said all decisions were made on health advice.
"Yes, the numbers here for Victoria today are a very strong set of numbers," she said.
"We always love the zero days, but this is a really strong day for Victoria, it comes off the back of a huge amount of tests.
"These new cases are all linked back ... we now have 24 active cases associated with the known cluster at Black Rock; the rest of our active cases here in Victoria are all linked to hotel quarantine.
"We still have a way to go because we still want to reach for those zero days."
