VICTORIA'S cross border commissioner has been unapologetic in responding to questions about confusion over travel rules for those in the bubble on either side of the Murray River.

On Tuesday, Luke Wilson faced the media in Wodonga for the first time since last week's hard border closure.
It followed uncertainty over whether NSW bubble residents were limited to the border zone in Victoria or could travel across the Garden State.
"The rules for the border communities actually haven't changed throughout, other than when NSW was declared red of course, that had this implication...for our border communities, and it doesn't matter what side you're on, to just not go north," Mr Wilson said.

"All I can really say is just look at the directions and see what's in there and they do allow for that crossing and they are then silent on anything else," Mr Wilson said.
The Wodonga resident defended the time allowed for Victorians to return home from NSW, saying before Christmas he and his family dashed back from a holiday at Bermagui when restrictions changed.
"People were given a day and a half of notice... that is a fairly normal amount of time," Mr Wilson said of the directive issued last week to travellers..
"Clearly one would always like to give more notice with these things."
Mr Wilson said he formally advised the state government this week against changing the size of the bubble because it reflected the "high degrees of connectivity" across border areas.
