When asked by The Border Mail to explain why Micaela Collins was told she was unable to attend her uncle's funeral on Tuesday morning, a DHHS spokesperson admitted the current border restrictions are "difficult" but didn't provide an explanation as to Miss Collins' case.

They did however confirm NSW border bubble residents can travel outside the bubble in Victoria provided they haven't been outside the NSW bubble within the last 14 days.

"We know the current border restrictions are difficult and we thank our border communities for their patience in helping us control the spread of coronavirus in Victoria," the spokesperson said.

"Updates are regularly communicated to Victoria Police as the situation evolves."

Despite getting confirmation from both her state and federal MP and reading in The Border Mail that the Victorian government had confirmed NSW border residents could visit all of Victoria, Micaela Collins was told to not enter the state on Tuesday morning to attend the funeral in Melbourne, leaving the 26-year-old "devastated".

Border residents have been inundated with conflicting advice and partial explanations since the border was closed.
