Cr Cox was declared the countback winner and gave his oath of office on Thursday at the Cobram council offices, in the presence of his family and Moira chief executive Mark Henderson and staff.
Mayor Libro Mustica joined the ceremony remotely via live stream.

Cr Cox, who served as Moira mayor 10 years ago, also thanked his wife and daughter for sticking by him.
He had served as a councillor until last year when he just missed out on the nine spots available on the council.
Working as an irrigation farmer with beef, lambs, cereals and hay in Cobram, Cr Cox pitched himself for re-election by saying there were buildings that needed upgrading such as Yarroweyah Recreation Reserve and Cobram Information Centre.
"I've been involved with various local community organisations over the years," he said
"I still think I have a lot to offer this council into the future."
