The Wodonga woman has a substantial history of drug use and deception with all four of her children placed in care.
The Wodonga Magistrate's Court heard the woman, who cannot be identified, called the worker on December 18 last year.
She allegedly made threats to burn her home down, and the woman immediately went to police to report the matter.
The victim had concerns the woman knew where her children lived.
The court heard the mother had also repeatedly breached a harbouring notice, which prevented a relative staying at her Wodonga home.
Police repeatedly found the girl at the property, located near Ritter Road.
IN OTHER NEWS:
Lawyer Mario Vaccaro said the threats made to the protection worker were purely out of frustration.
"The children have been in care basically since birth," he said.
"The DHHS orders provide for regular contact with the children, monthly contact I think.
"She said it's been months and she hasn't seen them."
The court heard police frequently attend the home, with a sex offender arrested twice there over a period of a few weeks and criminals regularly found at the house.
Magistrate Fran Medina said the woman had a disregard for the law.
"(She) has a significant history of offending in NSW and Victoria," the magistrate said.
She has 12 pages of priors in Victoria alone.
Ms Medina refused bail, causing the mum to scream, cry and repeatedly swear.
The case will return to court on Tuesday.
