John Emmery was about the same age as the teenager when he saw her outside St Patrick's Church, opposite what is now Service NSW, before her disappearance.
"I saw her standing near the fence," he told The Border Mail on Monday.
"A gentleman approached her and she got into the car.
"I didn't think anything of it until two days later.
"I was pretty shocked."
He only saw one person in the car but said others could have been inside.

While October will mark 48 years since her death, Mr Emmery said it stuck with him, especially after having his own children.
"You think about how terrible and how senseless it is," he said.
"She was a daughter of some proud parents.
"They never saw her grow up and have her own children, she was robbed of her precious life.
"You think back and think how tragic it was, the terrible waste and the injustice.
"It was really an injustice."
He got the impression that the late teen knew the person whose vehicle she got into.
Mr Emmery said he hadn't been called to give evidence at the new inquest.
He has given multiple statements to police over the years.
While he believes a red vehicle was involved, police believe the car was pale green and white and that she forced inside.
Police believe those responsible had local knowledge.
While some suspects remain in the region, others now live far away.
Coroners have powers to compel witnesses to attend inquests.
It's unclear who will be called to give evidence.
