Brett Sutton answered questions on Saturday afternoon from media about the public health order stating the stay safe directions, which take the state into stage four lockdown, will run until 11.59pm on February 26 - two weeks after the lockdown came into place.
"All directions have always been written to the next state of emergency period," he said.
"They will be revoked at any point when we think that needs to be changed.
"Nothing should be read into it that there is potential to extend beyond that five days.
"I think five days is realistic."
Victorian Premier Daniel Andrews said there was no point in people speculating that the lockdown will be extended beyond the initial five days.
"This is a precautionary approach that is based on the best health advice," he said.

"Part of that abundance of caution is the assumption that there are cases out there we don't know about.
"We have to assume it is out there in the community more broadly.
"All my advice is that this strategy is the right thing to do.
"I urge Victorians to focus on the facts."
Mr Andrews said the Prime Minister has has agreed to suspend flights into the state during the five day period.
He also hinted there would be business support offered for those impacted by the lockdown but didn't go as far as saying what that will look like or when that will be announced.
"I know it's not easy - but I will have more to say about that at the appropriate time," he said.
One new locally acquired case of coronavirus has been recorded in the past 24 hours.
