McDougall alongside Wangaratta based hoop John Kissick are not allowed to ride in NSW until at least Wednesday as a result of Victoria's snap five-day coronavirus lockdown.
The pair rode at Wodonga last Monday with Racing NSW officials ruling on Friday that both jockeys couldn't take rides in NSW over the weekend.

McDougall was set to partner the Ben Hayes and Tom Dabernig Five Stars in the group 2 Apollo Stakes, (1400m) at Randwick.
He was also forced to forfeit all his rides at Nowra on Sunday before the meeting was abandoned.
Kissick was unable to ride at Tumut on Saturday where he had several mounts.
McDougall has been booked to ride the Scott-trained Oamanikka while Kissick is set to partner stablemate Bautista.
