The state leader broke the news all Victorian's have been waiting for on the fifth day of stage four restrictions across the state and on a day the state recorded no new coronavirus cases.
Mr Andrews said the only way to beat a third way was to follow the advice of health experts.
"I am pleased to announce that this will be a five day short sharp circuit breaker and almost all restrictions will come off at midnight tonight," he said.
"That is exactly what we said we needed that is exactly what we said would work."
Five visitors will be allowed at homes for the next two weeks.
Masks will be required indoors and outdoors where you cannot socially distance.
"The four reasons to leave your home falls away, as does the five kilometre rule," Mr Andrews said.
Schools will reopen tomorrow, as will hospitality businesses with density limits.
Mr Andrews said the mask rule, while there is an element of discretion about it, is an "ongoing insurance policy".
"No one enjoys wearing them, it is inconvenient, but that inconvenience is nothing compared to lengthy protracted lockdowns," he said.
