The 19 year-old has had his blue Volkswagen Golf impounded after police saw him speeding along the Tawonga Gap Road about 1.40pm on Sunday.
He was also seen crossing double and solid lines on the windy stretch.
The Kew man's car was impounded for 30 days with towing costs of $2433.
The probationary licence holder will also face traffic charges.
