Moore has committed to the Magpies for two years after recently being overlooked by Carlton for the final spot on its list.
The Blues opted to sign Oscar McDonald who played against Richmond on Thursday night.
Moore, 24, played eight matches for Richmond between 2016 and 2019 and two for Carlton in 2020.
The 193-centimetre Moore can play at either end of the ground and will give Wangaratta even more key position flexibility with the Magpies already boasting enormous forward-line firepower in Josh Porter, Michael Newton and Ben Reid.
