In a huge coup on the eve of the Ovens and Murray season, coach Dean Stone said the 193-centimetre utility would add enormous flexibility to the line-up.
Moore is set to hit the ground running after training with Carlton over off-season where the Blues opted to overlook him in favour of Oscar McDonald for the final spot on its list.
"Unfortunately Callum didn't get the last spot on Carlton's list and he made the decision to get away from the grind of AFL footy," Stone said.
"Mark Anderson is his best mate and he's been up at Wangaratta games before so it went from there.
"The beauty of Callum is he can play anywhere at six-foot-five whether it be as an onballer, key forward, key back or winger.
"He trained on Thursday night and his speed is unbelievable."
Moore, 24, played eight AFL matches for Richmond between 2016 and 2019 and two for Carlton in 2020 before being delisted by the Blues.
He will line-up for the Magpies in Saturday's final practice match against Golden Square at Norm Minns Oval.
"The club certainly isn't his second home but he's been up before and knows a few of the players," Stone said.
"He's at peace with what he's achieved in the past six years and is looking forward to playing with some mates.
"While we're mindful of bringing too many foreigners into our club, it's good to have top-enders and Ben Reid and Callum Moore can help educate our home club boys."
Moore will travel from Melbourne and train with up to 10 Wangaratta players at Old Collegians under Jared Rivers.
Originally from Aberfeldie, Moore was picked up in the 2016 rookie draft by Richmond and made his debut in round 22 that season.
