Councillors agreed to end the upgrade of the Stock Route on the northern edge of town at Thomas Lane rather than push further east to Kiells Road which was recommended by staff.
"We're staying with the existing scope of the project," Towong mayor David Wortmann said.
"There will be no extension at this stage.
"If the town grows it will go in that direction towards Towong.
"If our budget extended that far it might be a good idea, but even now we've got to purchase some land to take out some bends.
"There are some 90 degree bends and they need to come out."

In 2019, community consultation was conducted and a public survey on Hanson Street attracted 153 responses with about 20 per cent of the responses requesting trucks be directed around the township with an upgrade of the Stock Route raised as an option.
A meeting was held in January about the link from Thomas Lane to Kiells Road and one of the affected landowners preferred not to lose any further land.
Pushing the bypass out to Kiells Road would have separated trucks from residential areas of Thomas Lane.
The shire is also contributing $1.2 million and the state government $226,182, bringing the total budget to $2.8 million.
Under the funding arrangements the project needs to be completed by July next year.
"We can ask for an extension, but at this stage we don't want to," Cr Wortmann said.
The Stock Route runs alongside the future Corryong weighbridge and cattle yards and also the town's recreation reserve.
It starts at Briggs Gap Road on the western side of town.
