Detectives were door-knocking along Day Street today, one block behind High Street, after being alerted of the woman's injuries by Albury Wodonga Health.
The incident reportedly took place at a property consisting of 18 small rental units situated in close proximity.
Detective Sergeant Graeme Simpfendorfer said the woman was in a serious but stable condition.
"We're investigating what we believe to be a shooting that happened here yesterday, at these units, around 4pm," he said.
"A female victim presented to Wodonga Hospital yesterday afternoon with a nail gun wound to her forehead.
"Obviously, we were made aware through normal practises that this injury has occurred and appeared not quite right, so an investigation has commenced and we have now located a number of witnesses to an incident yesterday, which we believe was the shooting.
"She's undergoing surgery as we speak, but we believe they're not life-threatening injuries."
Detectives are waiting to speak to the victim and have not yet determined the nature of the incident, but given the close proximity through which the weapon would have been used, suspect the offender was known to her.
"It's too early (to know), we're still trying to piece together exactly what occurred," Detective Sergeant Simpfendorfer said.
"We're conducting a canvas now of residents that may have seen or heard anything about a dispute yesterday afternoon here.
IN OTHER NEWS:
"We're encouraging anyone who witnessed or heard anything around that time or before to contact Wodonga detectives.
"It's a very strange incident and a very serious incident, to be using such a weapon.
"We're obviously treating that really seriously, (it's a) threat to life.
"We're looking at all avenues."
Given the time of day the incident occurred, police hope any drivers who were in the vicinity between 3pm and 5pm might be able to supply dash-cam.
