The election promise to open up licenced crown land river frontages has sparked outrage from areas including the Mitta and Kiewa valleys.
MRAG chairman Richard Sargood said that anger was shared by members either side of the Murray River.
"There is a lot of angst up the Mitta Valley in particular, but there is also a lot of angst down our way," he said.

"I think this rally is going to be pretty successful personally.
"A lot of our Victorian members are going and a few of us NSW members are also going to go as well.
"It's abysmal legislation and you can't sit back and let that sort of thing happen.
"It may well happen, but at least everyone will know that no one is impressed with it."
