The company hopes the first Wodonga store will be open by Christmas.
The retailer announced plans to invest heavily in the Border region as part of the "company's commitment to providing regional Australians with the same level of choice" as metropolitan residents.
7-Eleven retail area lead, Nick Maddox, said the Anzac Parade store was expected to be the first of four potential service stations developed on the border.
The company hopes two or three more Albury-Wodonga stores will be open before the end of 2022, but would not reveal where exactly they would be located.
Mr Maddox said expanding into Albury-Wodonga was a great opportunity.

The first 7-Eleven store, at 4345 Anzac Parade, will sit on a vacant block between the Wodonga Homemaker Centre and the Blazing Stump.
In December, Wodonga Council approved an amended planning application for a 24-hour service station, a car wash facility and four fast food stores, including a proposed drive-through Red Rooster, on Anzac Parade.
The development is expected to cost a total of $3.5 million. Plans show the service station will feature a Slurpee zone. Mr Maddox said fresh food including sushi, sandwiches and Krispy Kreme donuts would be delivered daily.
Between 100 and 150 people are expected to be employed during the construction of the stores, while each store will employ about 20 people in a range of full-time, part-time and casual positions.
"We're investing to support economic growth and job creation on the border," Mr Maddox said.
"We're thrilled to be finally able to say we're joining the community in Albury Wodonga and can't wait to open our first store, hopefully before Christmas."
