But work is able to continue during the latest Victorian COVID-19 lockdown unlike the February shutdown which has contributed to the hold up.
Contractors who began working on the project costing more than $3 million last October encountered significant delays at the outset with the original four-month timeline pushed out even further.
But council chief executive Mark Dixon confirmed the bridge and associated roadworks were in the final stages and completion would happen in a "matter of weeks" leading to one of the city's main roads being re-opened.
"It is worth noting that the works have included not only the construction of bridge itself but also the raising of the bridge the creation of an underpass to further enhance our paths network and raise the bridge above the once-in-a-lifetime flood level," he said.
"This includes reconstruction of the road approaches to the bridge on both sides.
"While the site was open and earthworks were occurring, we've taken the opportunity to undertake some unplanned works to re-route the storm water system which will mean increased capacity and efficiency of the system.
"Weather permitting, the road should reopen to traffic in a matter of weeks."

The major delays in the early stages were attributed to relocation of services and when work did start ensuring safety around overhead powerlines.
Summer rains and the February COVID-19 lockdown were also blamed.
But the Victorian government announced this week as part of the latest lockdown measures that construction could continue when not the case previously.
Civil works on the east side of the Lawrence St bridge have started and in about a fortnight, Lawrence Street will be closed just after Morrison Street to Parkland Drive to complete the civil works on the west side of the bridge.
Bridge beams have been installed and the deck has been poured.
