The developer subsequently instigated court action in response to delays and mediation talks beginning in January ending this week when a compromise couldn't be reached.
More than 120 objections were received with the main sticking points being concerns over lot width and sizes, the storm water management plan for the site and pressure on existing infrastructure including the Corowa sewerage treatment plant.
The matter has been referred back to the Land and Environment Court for a directions hearing next Tuesday.
It will set a timetable for evidence to be prepared for a final hearing date.
"Council has provided a brief update to all objectors to the application and further updates will be provided in due course as and when considered suitable," Federation general manager Adrian Butler said.
"Ultimately a decision on this development application will be made by the commissioner to be appointed to preside over the final hearing of the Land and Environment Court proceeding.
"Council assures the community that their views are being considered in all aspects of this matter and all submissions made to date will be presented to the court."
North East Survey Design submitted the development application on behalf of a Melbourne developer.
