According to member for Albury Justin Clancy the money has been earmarked tor stables but racing club chief executive Steve Hetherton was unsure how it would be split between racing and training needs.
The cash was part of a statewide splurge announced by Treasurer Dominic Perrottet in his budget speech to parliament on Tuesday.
"We're upgrading country race tracks, to make regional racing great again," Mr Perrottet said.
Mr Hetherton paid tribute to industry umbrella body Racing NSW, which he said lobbied the government for upgrades on behalf of country clubs.
"I'm really pleased, Racing NSW has done an amazing job in securing the funds from the NSW government and it's good the NSW government is supporting country racing," he said.
"It will no doubt create jobs and be good for the economy."

The Albury racecourse does not have on-track stables but offers a treadmill and two track surfaces available for use by neighbouring trainers and their horses.
The money for the racing club was the most significant new infrastructure spending announced for Albury in the budget.
Other previously flagged big ticket items were spruiked in an outline of how the financial plan would benefit the Riverina and Murray areas.
In reply to the budget, Border oncologist Craig Underhill tweeted the region had received a "few crumbs really in the big picture" and there was a "dire need" for big health spending in Albury-Wodonga.
