Hoy has been nominated for the Tokyo Games by Equestrian Australia and while his selection is yet to be ratified by the Australian Olympic Committee, it will be a formality.
It means the 62-year-old will become the country's oldest Olympian, overtaking fellow equestrian competitor Mary Hanna, who was 61 in Rio.
It will be Hoy's eighth games with only three competitors in Games' history surpassing that.
Canada's equestrian rider Ian Millar holds the record with 10, while Austrian sailor Hubert Raudaschl (1964-96) and Soviet/Latvian shooter Afanasijs Kuzmins (1976-2012) racked up nine.
Hoy is a triple gold medallist at Barcelona (1992), Atlanta (1996) and Sydney (2000).
