Police have already turned away NSW residents trying to enter from red zones and those without permits, with fines of $4957 for those caught entering without a permit.

Senior Sergeant Darren Wittingslow said those with NSW plates can expect to be checked, and the message is simple.

"If you're not supposed to come, don't try," he said.

"With the number of police we've got patrolling the border, there's a very high chance you'll be detected, day or night, and dealt with appropriately.

"This is about public health and we're all trying to keep safe and keep the virus out of Victoria."

Border residents can still cross if they haven't been in a red zone.

About 260 police are involved in the operation, which has seen officers from different parts of the state deployed to the North East.
