George Webb-Rose had been due to appear in the Wodonga Magistrates Court on Tuesday.
He is facing charges of affray by threatening unlawful violence, and incitement to pursue a course of conduct to intentionally cause injury.
A group attack allegedly occurred which led to the charges.
"It's very serious," magistrate Mary-Anne MacCallum told Senior Constable Penny Lawler, who agreed.

Several other people involved in the alleged attack were youths, the court heard, which may explain why Webb-Rose was on summons rather than bail.
Senior Constable Lawler said while it was serious, Webb-Rose was young.
"Perhaps an adjournment and I'll make some inquiries," she said.
"Hopefully he turns up on the next occasion."
The matter was adjourned to September 7 while one co-accused, Luke Vennix, will return on Tuesday.
