Victoria's Health Minister said he cannot rule out tougher border restrictions with NSW, as the northern state records 44 cases of COVID-19.

29 of those cases were in the community while infectious.
Victorian Health Minister Martin Foley said the state won't hesitate to take further measures to protect Victorians.
"If my recollection is correct, it's probably the highest figure in the country since the end of Victoria's second wave," Mr Foley said.
"New South Wales' fight is our fight. We need them to be successful.
"What it does indicate is the growing seriousness of the matter.
"I'm sure that our public health team will look very closely at that and if further measures need to be taken to keep Victorians safe from community transmission of the virus, then we won't hesitate to do so."
NSW Premier Gladys Berejiklian expects case numbers to rise in coming days as many of the newly diagnosed cases were in the community while infectious.
Ms Berejiklian said the action must be taken as cases were increasing exponentially each day.
She said while only 9 per cent of the population was vaccinated restrictions could not be eased until NSW returns to zero cases.

Ms Berejiklian said the state needed to avoid complacency as the Delta variant was unlike anything seen previously.
She said someone in their 20s was currently on a ventilator in hospital.
"NSW is facing the biggest challenge we have faced since the pandemic began," she said.
"...unless there is a dramatic change in numbers I don't see how we will be in a position to ease restrictions next Friday."
Earlier, Mr Foley said he could not rule out implementing greater border restrictions with NSW.
"Our deputy Chief Health Officer continues to review our travel permit settings on a daily basis..." he said.
"The information that comes through on interstate cases and our interstate colleagues provision of information about exposure sites, days out active in the community, a whole range of other measures go into informing those decisions on permit status... those settings are there to keep us safe and keep us open.
"I can't rule out, as I mentioned yesterday and will state again today based on the most recent public health advice, I cannot rule out that we will take further measures to toughen our restrictions with NSW.
"But at the moment the public health advice is to maintain position and see what further information arises from NSW over the course of today."
