The commitment was described as a "win-win" that would build on the work of the Walla Walla refugee resettlement group.
Councillor Annette Schilg moved the motion, seconded by Councillor Matt Hicks.
"It's going to be a great bonus for us to be involved and have that support network involved into the future," Cr Schilg said.
Mayor Heather Wilton congratulated the Holbrook Rotary Club's English language classes.
"Though it's not hugely attended it is very important," she said.
"It's very much been welcomed by those who are attending, I understand, so that's one little step moving forward and I think it's really great."
Councillor Tony Quinn said he thought the initiative read well, but was concerned about it's practicality.
"I support the recommendation but I hope it delivers something more than just the words," he said.
