NSW has recorded 141 new locally acquired cases and two deaths, including a person in their 30s.
Of the new cases, 38 were out in the community.
NSW Premier Gladys Berejiklian thanked more than 100,000 people who were tested, in a record.
"I wanted to also extend my condolences to two families who are grieving today - we had two deaths overnight - a woman in her 70s, but also a woman in her 30s with no pre-existing (health) conditions," she said.
"So if anybody thinks this is a disease just affecting older people, please think again."
Ms Berejiklian said protests that took place on Saturday disgusted her.
"It broke my heart ... millions of people across our state are doing the right thing," she said.
One person who is in intensive care is in their teens.
There have been detections of viral fragments in wastewater in Moss Vale, Goulburn, Byron Bay and Orange.
A person who travelled from Sydney to Ballina on a July 14 Virgin flight VA1139, and is now in Queensland, is positive.
The matter has been referred to NSW police, as the person was meant to be isolating.
In Victoria, there were 11 new locally-acquired cases, all linked to the current outbreaks.
All were in quarantine throughout their entire infectious period, which puts Victoria in a good position to ease lockdown.
Today's cases come after the Victorian government has labelled NSW an 'extreme risk zone', imposing a five-kilometre travel limit for those entering from the border bubble.
