Gladys Berejiklian said once the state hits 70 to 80 per cent vaccination there should be no reason to shut down the entire state ever again.
She said every year residents would need to get a COVID shot, just like getting a yearly flu shot.

Deputy Premier John Barilaro said there were 53 new cases in western NSW, seven in the far west, 13 in the Illawarra, 11 in the Hunter region, one in southern NSW which was mentioned yesterday, and eight in the Central Coast.

NSW has recorded 1431 locally acquired cases of COVID and 12 deaths in the 24 hours to 8pm yesterday.
An additional case was recorded in hotel quarantine.
NSW Premier Gladys Berejiklian said cases are anticipated to peak in the next fortnight.
But, she said, residents should focus on the number of vaccinations and hospitalisations.
Ms Berejiklian said hospitalisations would likely peak in October.
She said residents had 'nothing to fear' about getting the virus.
979 COVID cases are current in hospital. 160 in ICU and 63 on ventilators.
A woman in her 30s from south western Sydney died at home on 1 September. Investigations are underway into the source of her infection.
A man in his 70s from south eastern Sydney died at St George Hospital. He was a resident of St George Aged Care Facility in Bexley and acquired his infection there.
A woman in her 70s from south western Sydney died at Westmead hospital, where she acquired her infection.
A woman in her 80s from south western Sydney died at Westmead Hospital.
A man in his 80s from south western Sydney died at Liverpool Hospital.
A man in his 70s from south western Sydney died at Concord Hospital.
A woman in her 70s from south western Sydney died at Liverpool Hospital.

A man in his 70s from Sydney's north died at Hornsby Hospital.

The Department of Health and Ms Berejiklian did not say how many were infectious in the community.

The state also recorded one death.
Yesterday more than 6200 people underwent day 13 isolation testing in Shepparton.
Yesterday NSW recorded 1288 cases and seven deaths with Ms Berejiklian warning more deaths would occur.
"It's really important to knows that I've been commenting in the last few days that we anticipate October will be the worst month for the number of people that lose their lives and also for the rate of people in hospital," she said.
