Mark Dixon told The Border Mail last week "the revised master plan is not required to come before the council for determination" after being asked if it will come before council or be subject to CEO delegation.
On Monday Mr Dixon said technically there was no need for the plan to face council before a proviso.
"In this case, it has been a topic of ongoing discussions with all parties involved and considering the high interest from across many areas of our community, I am of the firm view that it is certainly in the best interests of our community to present it to a council meeting at a date still to be determined," he said.
Mr Dixon reacted by making Facebook comments, including telling former federal politician Cathy McGowan that "you know me better than to believe emotive opinions in the border mail (sic)" after she earlier put up a link to the article of Mr Gobel who is her brother-in-law.
Mr Gobel said his piece related to governance and it was questioning how the city's councillors had not been included in an issue of high community interest.
"It was calling out what had not been expressly communicated by the CEO, that this issue would need to go to councillors for determination given its strategic significance," he said.
Moderator of the Engage Wodonga Facebook page Bobbi McKibbin said it was clear Mr Gobel had an impact by raising his concerns in writing.
"I think Michael's piece was an excellent representation of how the community feels at the moment and it definitely had some sort of influence," she said.
"Michael is voicing what much of the community is feeling and if that helps bring the parties together then it's absolutely positive."
