A consultant was engaged to assess the cost to knock down and rebuild the toilets near the River Deck Cafe.
The project was costed at $700,000, well above the cost to revamp the site.
The council budgeted in 2019 for a $250,000 renovation, but a review has found the cost will be far higher.

Two companies have provided tenders of about $320,000 and $340,000 for the project.
Council staff recommend Connelly Construction Services be awarded a tender for the development at $320,000.
The company plans to use mainly local materials and labour.
The project, which will take about 17 weeks to complete, will include a disable toilet, unisex toilet, baby change room and greater wheelchair access.
