David Glowacki, 52, allegedly fled to Albury and asked to speak to senior officers at the police station following the incident on August 26.
It's alleged he had entered an area of the Lonsdale Street towers that is still under construction and opened all the fire hydrants on 14 levels.
The stairwell and multiple apartment floors were flooded and residents were forced to evacuate and find emergency accommodation.
Videos posted online show water streaming down steps at the building.
Glowacki was taken to Nolan House after coming to Albury but threw a microwave through a window and jumped free.
He was found in Wodonga on August 30, hiding in a Coles coolroom, and was taken back to Albury hospital due to mental health concerns.
He was arrested on Monday after being released and was extradited to Wodonga on Tuesday.
Glowacki had hoped to avoid extradition but police were concerned he would use his motorhome to flee if released.
IN OTHER NEWS:
Albury Local Court on Tuesday heard he had a distrust of people and police, but magistrate Richard Funston agreed he was likely to flee if bailed.
"I am not satisfied Mr Glowacki would turn up under his own steam," he said of his Victorian matters.
"I think the unacceptable risk is pretty clear."
He approved Glowacki's extradition back to Victoria.
