The boys' and girls' carnivals are now likely to take place in April in Shepparton.
After players missed the opportunity to play last season, AFL North East Border football development manager Zac Hedin said the postponement is a good outcome.
"It will give those kids who haven't had the chance to play much footy over the last two years a chance to compete at a representative level," he said.
Jeremy Campbell has been named as the division one boys' coach, while Mick Pellegrino will lead the division two team.

Brad Nicholson will coach the girls' side.
Around 70 players have been chosen for the squad, which will be cut back to 50 before the carnival.
Hedin said it's a great pathway for young aspiring footballers.
"It's an important stepping stone, but as we tell a lot of the kids, it's certainly not the be-all and end-all," he said.
