Meyer arrives at the club after a dominant season with Wodonga Raiders and is a major boost to the Swans snapping a premiership drought stretching back to 1998.
The 35-year-old wound back the clock at Birallee Park this season and is a huge chance to finish top-three in the club's best and fairest.
Meyer revealed he almost signed with Chiltern this season before opting to join Raiders.
He relocated to the Border earlier this year after accepting a position as functions and events manager with Albury Racing Club.
Meyer said he was looking forward to being reunited with some former Raider team-mates at Chiltern who he previously played with in his first stint at the club in 2010-12.
"I was pretty close to signing with Chiltern this year to be honest," Meyer said.
"I previously played with Mark Doolan and the Hibberson boys (Brad and Bodie) at Raiders so there is a bit of a connection there.
"I obviously opted to play at Raiders instead and was fairly happy with my form and thought I had a decent patch mid-season.
"I don't know a lot about Chiltern's list other than that they were top-two for most of this year.
"Which is a promising sign and they are confident of keeping the list together with no losses at all."
His departure is another stinging blow to the Raiders' finals credentials who are already reeling from the confirmed losses of Jydon Neagle, Steve Jolliffe, Connor Newnham and Tim Haines.
Speculation is rife there could be several other departures from Birallee Park in the coming weeks.
Chiltern coach Luke Brookes who recently committed to coaching for a fourth season said Meyer's experience and class would be invaluable.
"Signing Scott is massive and his experience is going to be a huge asset to the group," Brookes said.
"We have got a few young developing talls and what Scott will bring to the group will be more than just on the footy field.
"We have traditionally struggled for talls but now have the luxury of four big men who are 195cms plus.
"Kyle Magee, Tim Lehmann, Nick Bracher and now Meyer give us a lot of height and flexibility.
"Scott can also play forward and provide that tall marking option.
"Scott has played at a much higher level and while he has just signed as a player, I certainly won't be putting a muzzle on him if he wants to address the players at any time during the year."

In a further boost the Swans have also added former players Troy Marx and Dylan Van Klaveren (Wodonga) and Robert Phibbs.
Dual best and fairest winner Danyl Woods is also set to return after missing this year with injury.
Brookes said the Swans had re-signed their entire list.
