The Ovens and Murray announced mid-season that it will introduce an extra player and a four-man interchange from next year.
O&M clubs will also get extra points under the player points system and an increase in the salary cap to allow for an extra player.
However, district leagues including the Hume, Tallangatta and Ovens and King will remain a 21-a-side competition.
AFLNEB's region manager Zac Guilfoyle said it was up to the individual leagues to decide what format suited their competition best.
"The decision to have an extra player on the interchange is a decision made by each league individually," Guilfoyle said.
"The O&M decided earlier this year that it will have a four-man bench, starting from next year.
"It has also decided to allow extra points and an increase in the salary cap to accommodate the change.
"To my knowledge the O&M is the only competition to make the change for next year."

The salary cap and points it the Tallangatta, Ovens and King and Upper Murray leagues for next year will remain the same.
The Tallangatta league is $65,000 and 40 points, the Ovens and King $50,000 and 42 points and the Upper Murray $35,000 and 42 points.
The Hume league's is yet to be finalised but was $80,000 and 37 points this season.
Points will increase from 38 to 40 in the O&M with the salary cap at $125,000 and $5000 more than this year.
