The 69 year-old retiree was also a solo contender in the 2012 poll, drawing 65 votes.
"I've seen there's a few people retiring and thought now might be a chance to get in there," Mr Hood said when asked why he was running.

He nominated the council's response to climate change as his key concern, saying he wanted the city to continue to take a progressive attitude to help "keep the planet on a safe coil".
Mr Hood was a NSW Public Service Association's regional organiser in the Riverina before retiring in 2008.
He is a former Labor Party member but points to the approach of Independent Indi MP Helen Haines as representative of his belief that political persuasion should not be to the fore on issues.
