Australia's leading trainer Chris Waller landed his first Cup when Verry Elleegant ($18) posted a four-length win over favourite Incentivise ($2.90F) with international Spanish Mission ($10) in third.
Outsider Carif, trained by Peter and Paul Snowden, finished just over 25 lengths behind the winner.
McDougall was one of nine debutant jockeys in the 3200m race.
He only moved to Melbourne in September in search of more opportunities with the biggest moment of his career coming much earlier than expected.
