Federation mayor Pat Bourke and his Indigo counterpart Jenny O'Connor were rapt with the figures.
The data follows Federation winning an $8000 challenge over Berrigan, Indigo and Moira and to be first among the four.
Cr Bourke said the prizemoney would be spent on health needs before cheekily adding "we'll put a little bit aside for a commiseration card for the other shires".
With tongue in cheek, Cr O'Connor replied: "That's very generous of him, it's an act of great generosity, I'm bowled over."
