Albury Wodonga Health chief Michael Kalimnios said on Thursday "due to Albury Wodonga Health's active response to the local COVID-19 outbreak, the completion date for our master plan has been delayed until the end of the month".
His comment follows Albury MP Justin Clancy this week raising concerns in the NSW Parliament about the future of cross border services and saying the "master plan is due for release this month".
"Albury Wodonga Health staff are doing their best to keep the operation functioning but the overload, combined with ageing facilities, are pushing the risk profile into unsustainable territory," Mr Clancy said.

He added it takes years to build a new hospital but noted we "now have a level of urgency" and "time is of the essence".
Mr Clancy queried why construction had not begun on a new Albury hospital emergency ward which has been funded.
A delay in a new NSW-Victorian government agreement for AWH, since 2017 was also flagged.
He told parliament a future pact "must embody improved reporting and information sharing between states and a balance in board appointments to ensure that cross-border representation is engaged and equitable".
That would result in clearer waiting list data for both hospitals.
Benambra MP Bill Tilley said then Victorian Health Minister Jenny Mikakos was at Albury hospital in January 2020 and said it was just weeks away from signing.
"We followed up and were told that it would be signed 'soon'," Mr Tilley said.
"That was in May 2020, since then I've asked about its progress in speeches, in letters and all that has come back are empty promises.
"In March this year I asked the latest Health Minister if they are walking away from the cross border arrangement that gave us Albury Wodonga Health, that question has never been answered."
Mr Clancy spoke with NSW Health Minister Brad Hazzard on Wednesday about AWH.
He wants to see the NSW and Victorian health ministers meet to discuss AWH following the release of the master plan.
"Minister Hazzard has been one who has sought to reach out to his counterparts during the pandemic and I certainly have confidence, if it's appropriate to do so, he would be engaging," Mr Clancy said.
