Lions clubs throughout Victoria have donated the toys over the past 35 years, for first responders to give to children at incidents.
This year, a new Koala teddy has been added to mark Lions' upcoming 75th anniversary.
Wodonga Lions Club's Harold Cover said responders had told the club of the importance of having such toys to support children.
"Unfortunately, you read too often about family violence situations where children are affected," he said.
"This is important."
To fundraise for their activities including 'Operation Teddy Bear', Lions members will be selling Christmas cakes at White Box Rise and Bunnings.
