The delayed release of the Albury Wodonga Health master plan has come under fire following the lodging of plans for a temporary car park opposite Albury hospital.

A development application has been submitted to Albury Council for a 103-space car park to be accessed off East Street between Borella Road and Bilba Street.
The park will be used exclusively by staff and authorised visitors to the hospital.
But, member for Albury Justin Clancy and member for Benambra Bill Tilley said the community deserved better than short term fixes.
The NSW government provided $300,000 for the master plan works in February.
"We need more than band aid solutions," Mr Clancy said.
"It does concern me that the master plan does seem to be held up.
"Given the release date was meant to be in October I think everyone should be concerned that is yet to progress.
"Obviously car parking is a critical need here and now and by all means seek a solution for that immediate need.
"But we all need to be looking at what the longer term solution is."
Mr Tilley said the master plan release hold up was unacceptable.
"Temporary fixes are just that, temporary," he said.
"We need a plan for the entirety of Albury Wodonga Health to address these issues.
"We've waited too long for the master plan already.
"Now, suddenly, it's in the hands of the Victorian Health Minister (Martin Foley) and unlikely to be seen until March next year.
"That's not acceptable to our community or our health workers."
The development application submitted by planning consultants, Habitat Planning, said the car park proposal was the result of "advanced and co-operative negotiations" between the landowners in Borella Road, East Albury and Bilba Street and AWH.
"The car park represents a small, yet important element in the hospital's operation and is intended that the car park be used exclusively by staff and authorised visitors of the hospital," the application states.
"This exclusivity will result in reduced traffic circulation and on-street parking dependency in the surrounding road network and result increased availability of parking on the Albury hospital site, cumulatively benefiting the community and the neighbourhood.
"The car park is a temporary measure that will support current and short-term future carparking demands generated by the hospital."
It also referenced the master-plan work underway.
"The master plan places a high priority on onsite car parking and the need for consolidated single site facility into the future," the report said.
"The proposal provides an important interim solution that will benefit the community."
AWH board chairman Matt Burke said recently the master plan release had been held up by the Albury-Wodonga COVID-19 outbreak late in the year.
