The appointment as chief executive of the Fiji Revenue and Customs Service was unveiled by the organisation's board on Christmas Eve.
Mr Dixon said on Sunday he was eagerly anticipating taking up the job next month.
"I love working in different cultures and the opportunity to work overseas in a different environment is very exciting," he said.
IN OTHER NEWS:
"I'm 55 and I might not get too many other opportunities to do this again.
"It will be a bit of an adventure and a great experience."
Mr Dixon will be based in the capital Suva and oversee a workforce of about 1000, more than double Wodonga Council's payroll.
He expects to leave on January 2 and will have to spend a period in a COVID-safe environment on the Denarau resort island before being able to move around.
Fiji only reopened to Australian tourists at the start of this month after being shut-off due to COVID.
With visitors integral to the Fijian economy, Mr Dixon will be faced with border challenges in his job, just as he was at Wodonga with state restrictions.
In a media release outlining Mr Dixon's appointment, Fiji Revenue and Customs Service chairwoman Fay Yee lauded the former army officer's "extensive knowledge in strategic leadership, governance, culture and change management".
"Mark brings a unique set of skills and perspectives to lead FRCS into the future," Ms Yee said.
"He will build on what we have already undertaken and we hope to continue enhancing our efficiencies, partnerships, community engagement and service delivery with Mark on board."
The Englishman has never been to Fiji and noted he also had not visited Australia before arriving in 2005 to work in the Commonwealth's military prior to joining Wodonga's TAFE and council.
