From midnight tonight, a density limit of one person per two square metres will be in place at hospitality and entertainment venues.
Business Wodonga chief executive Graham Jenkin said the decision would be a blow for businesses.
"Obviously it will have an impact on hospitality businesses right across Victoria, " he said. "Sadly we are seeing an explosion of cases so it's not unexpected but is once again a dagger in the hearts of businesses trying to get going again."
