The Roos rejected his third clearance application last week.
Both clubs have written submissions to governing body AFL North East Border, with the pair then given a number of days to examine each other’s proposal and respond.
The parties won’t attend a hearing, rather than the Area Appeals Committee will decide the issue.
Both clubs have to outlay $250, which is non-refundable, although an extra $500 is refundable, if the committee decides it was worthy.
The losing side can take the matter further to AFL Victoria’s Appeals Board, but there’s a four-figure sum involved.
The Roos snapped a 38-game winless streak against Rovers last Saturday.
