Council agendas would be publicly available on the Wednesdays before ordinary Monday night municipal meetings instead of Fridays as occurs now.
The move is one of a series of meeting procedure measures adopted this week by the council.
Others involve having a video screen at meetings to display motions, audio recording of in-camera proceedings, publishing public questions and their answers on the council web page and having sufficient information about confidential items on agendas so the public is aware of the issue being discussed.
Deputy mayor Kat Bennett, who has pushed for more transparency and accessibility including live streaming, welcomed the changes, particularly the agenda switch.
"Most of the time that (agenda) comes out on the Friday before a Monday council meeting, so that does make it a bit difficult if the community want to have a say on something, they've got to do that over the weekend," Cr Bennett said.
"So this is a little bit better, it gives us a few more days for the community to have their say on things.
"I would love for it to be seven, but it seems five is a good compromise."
Changes related to council briefings being made more transparent are expected to be dealt with through a new meeting procedure local law being developed for debate at next month's meeting.
