Jack James, 18, died after falling through an atrium at the Sanger Street venue on Saturday night.
He had been critically injured in the fall and was transported to hospital, where he was later pronounced dead.
Mr James appeared to have accessed the roof through a second storey window and was sitting with a group of people.
Detective Inspector Winston Woodward said the 18-year-old stepped onto roof sheeting and fell into the beer garden below.
"My heart goes out to the family of this young male, who has died as a result of a tragic accident," he said.
"It is a sad event for the Corowa community.
"The matter will be investigated thoroughly."
There were multiple witnesses to the incident, but it was unclear if it was captured on security cameras.
Part of the atrium is covered with tin sheets, and other sections are covered in clear sheets, which are more fragile.
Venue owner Michael Newnham said the incident had affected staff members.
"We're all just very upset at such a tragic thing," he said.
"It's just sort of hit us out of the blue.
"It's such a sad accident."
The venue was closed on Sunday following the incident.
Detective Inspector Winston Woodward said police would continue to take statements from those at the scene as part of the investigation.
"There were people in the beer garden," he said.
"He was also with people up on the roof.
"There are a number of people to be spoken to and the investigation is ongoing.
"There's nothing suspicious that we're investigating at this time.
"It's a tragic accident."
Friends and family have continued to pay tribute to the late Corowa man on social media.
It was the second death resulting from a fall at a Border hotel in recent years.
He landed on his head after falling from the second floor staircase.
His life support was later switched off at hospital.
