In a surprise move on the eve of the Hume league season, the sharpshooter has lodged a clearance to play under Dan Athanitis and Damien Wilson at the Cats.
Brockley kicked 64 goals for Brock-Burrum in 2016, 45 for home club Wahgunyah in 2017 and 33 from 10 matches for the Saints last season.
Rutherglen president Greg Lumby said Brockley would provide another boost to the Cats' line-up after they started the season with a win against Wahgunyah last weekend.
"Nick's sister, Tiarnie, plays netball for us and has for a while so it's worked out really well," Lumby said.

"They are moving back around here so it's all come together well for the club and family."
Brockley was hampered by osteitis pubis for most of the 2018 season but still hit the scoreboard in big matches and took one of the opposition's best defenders.

While the Cats were dealt a blow with John Spencer and Tyson Neander switching to Brock-Burrum last week, Brockley and Balranald recruit Darcy Spinks shape as huge inclusions.
Spinks starred on debut.
Athanitis said Rutherglen would find out more about itself against Barnawartha on Saturday.
"It's a really good test," Athanitis said.
"Barnawartha is a strong side so it will show us where we stand."
