Paul Christopher Brown tapped the glass with the blade then threatened he would slit her throat, using his index finger to point at her then draw across his neck.
The woman immediately called police from her Holmwood Cross home.
But it was to be another 18 months before Brown finally fronted Albury Local Court.
His appearance before magistrate Imad Abdul-Karim this week follows his arrest on April 12 that came only after police saw him riding his bike in the Wodonga Place area without a helmet.

"I've got warrants," he told the officers, who found six grams of cannabis in his bag.
The 55-year-old, appearing without a lawyer, was previously convicted in his absence on charges of stalk or intimidate, destroy or damage property and being armed with intent to commit an indictable offence.
He pleaded guilty to possessing a prohibited drug.
At the time of the stalking incident, back on December 12, 2017, the victim said she had had nothing to do with Brown for two years because of his "attitude and behaviour" towards her.
Brown previously lived in the Holmwood Cross house, but had moved out two weeks before the victim herself moved into the house that November.
Police said that at the time, Brown's behaviour towards the other occupants of the house had been "abusive" and "threatening".
They feared his return so kept all external doors locked.
On the night of the incident, the victim was in her kitchen baking cakes.
About 11.40pm, she heard banging come from the front of the house.
Fearing it was Brown at the door, she gathered the other residents in the lounge room at the back of the house.
A few minutes later, he appeared at a window with the knife, which had a 40-centimetre blade.
Mr Abdul-Karim ordered the preparation of a sentence assessment report.
Brown will be sentenced on June 18.
