The Shooters, Fishers and Farmers member for Murray was commenting after taking a petition to state Parliament calling for ministerial intervention on the project.
The document, signed by 516 people, was given to Ms Dalton by the Save the Finley War Memorial Association.
It asks for the Legislative Assembly to stop redevelopment work which has begun and to remove the trusteeship of the land, containing the hall and neighbouring School of Arts, from Berrigan Shire.
Mrs Dalton said it was hard to form a conclusion.
"It's very difficult to tell what's right and what's wrong; the council said they've given appropriate consultation," she said.
"I think it's probably a comedy of errors but people need to be engaged with what's going on and often they don't get engaged until something happens.
"I don't know what the right answer is.
"I hear from what could be the noisy minority, I don't know, but the petition says a whole lot of people are unhappy."
Local Government Minister Shelley Hancock has until September 4 to reply in writing to the petition.
A previous letter written to Mrs Hancock by the association saw a representative of the NSW Office of Local Government reply on the minister's behalf.
Manager Sonja Hammond said the office was "unable to intervene and direct the council to undertake or not undertake specific redevelopments or the expenditure of funds on specific projects".
Berrigan Council mayor Matthew Hannan said the council was "quite comfortable" with its planning actions in relation to the hall.
"The petition has been lodged and it's in the hands of the relevant minister and we'll await their response and then respond to that."
