The Planning for Wodonga Hills strategy adopted in 2017 outlined the measures, and a gate was installed earlier this month as part of a $50,000 budget allocation for Huon Hill safety and security improvements.
A council spokeswoman said the intention of the boomgate was to close the site on total fire ban days.
"Huon Hill is the only hill with public vehicle access and this is essentially what is being restricted on total fire ban days," she said.
"It is not possible to implement full pedestrian closures to restrict access to the hills on days of total fire ban due to the scale of the reserves and the multiple entry points.
"The council, in line with the hills strategy, will explore the idea of after-hours closure in an effort to curb arson, vandalism and anti-social behaviour in the area but has no immediate plans to do so."
Cameras have also been installed "as part of the boomgate operation", but are not yet operational, and are not part of Clarke Security's role in patrolling the area.
Signs warning against illegal hunting are also prevalent on the hill.
"Information on a government site incorrectly identified Huon Hill as a place for hunting," the spokeswoman said.
"This has since been updated, but the signs were installed at that time to clarify for people visiting the area.
"Council officers and Clarke Security undertake regular patrols for anti-social behaviour.
"Council staff are regularly in the hills and reserves and monitor damage and repair and rectify as required."
The 415-hectare site, owned and managed by Wodonga Council except for 28 hectares of Crown land being managed by Parklands Albury-Wodonga, has a single vehicle access point.
The hills strategy outlined an action to close all five of Wodonga's hills to the public during periods of extreme fire danger, and that "an after-hours gate locking regime will also be implemented on existing, and proposed, publicly accessible entry roads".
CFA District 24 Commander Brett Myers said the CFA had been consulted on the changes to Huon Hill.
IN OTHER NEWS:
"Part of the agreement is that council will provide us with a key," he said.
"Huon Hill is of some concern to us from a fire risk perspective, as we've had fires occur up there in the past, and most recently earlier this year with a 9 hectare scrub and grass fire started by lightning.
"In a way to reduce risk to the community, this boom-gate will prevent members of the public accessing the hill on days of significant fire risk."
A Game Management Authority spokesman said the agency had not received any reports of illegal hunting in the Huon Hill area.
"The GMA has received 24 reports relating to illegal hunting within a 65 kilometre radius of Wodonga since August, 2017," he said.
"Illegal hunting and irresponsible behaviour will not be tolerated.
"It is dangerous and can put people and wildlife at risk."
People are urged to report any illegal hunting to the GMA through its website, www.gma.vic.gov.au, the Customer Service Centre on 136 186, or by contacting Victoria Police.
